Q.1 What is KSPHC Ltd.? When was it Started ?

Ans.:   Karnataka State Police Housing Corporation Limited (KSPHC) was started in 1985 as a special purpose vehicle to facilitate institutional borrowings to fund and execute building projects for the Police, Prisons, and Fire and Emergency Services. KSPHC is now an ISO 9001-2000 Certified Government of Karnataka Company authorized by the Government to take up any infrastructure project and related activities.

Ans.:  Yes, KSPHC has been the proud recipient of several awards recently .

Q.4 Give details of the much spoken of First Government Green Building in India, constructed by KSPHCL ?

Ans.: The First Non a/c Green Building in India and the First in the Government sector was built by KSPHC. The ‘Police Bhavan’ at Gulbarga has been given the GOLD rating under the LEED system by the US Green Building Council. The building inaugurated on17.09.2006 has an inside temperature of 28+2 Degree C when the outside temperature is as high as 44 Degrees. The building effectively uses passive architecture, the existing landscapes, recycled building materials, renewable sources of energy and water conservation techniques, thereby promoting eco-friendly construction using natural resources to provide thermal comfort and enhance the health and productivity of the inhabitants. The cost of construction has been kept below Rs 1000 per sq.ft, perhaps the lowest in the world .
Now KSPHC has plans to start construction two more GREEN buildings in Banglore and more affordable GREEN homes for the common masses

Q.5 What is e-Commerce ?

Ans.: The word e-Commerce can be defined as commercial transactions conducted electronically on the Internet. The purpose of introduction of e-Commerce in KSPHC is to enable commercial transactions of all building materials for use in its various construction projects, through the internet.

The annual turnover of KSPHC so far has been about Rs. 100 crores. With the above orders on hand the Corporation has its hands full for the coming years and righ up to 2012.

Q.7 Briefly describe the importance of e-Commerce.?

Ans.: Ordinarily KSPHC through e-tendering process awards turnkey contracts to its registered contractors for procuring the material,arranging the labour, executing the works and supervising the quality till the projects are completed and handed over to the users.
Due to sudden market fluctuation in costs, the contracting agencies find it difficulty to procure quality materials and complete the projects in time.
To facilitate the contractors to concentrate on execution of the projects in time, KSPHC proposes to facilitate quality material procurement directly from the manufacturers. To make this happen, on a transparent mode an e-Commerce portal is being launched.
Through this e-Commerce portal it is expected, to arrange the white goods for the policemen and their family shortly.

Q.8 Will materials be supplied for Projects other than KSPHC projects under e-Commerce

Ans.: Our own Contractors may buy materials under e-Commerce for their projects other than KSPHC projects / contracts also. Like wise private contractors could also be invited to make purchases of materials as above through our e-Commerce portal. But they will be required to make FULL PAYMENT AGAINST BOOKING THE ORDER.

Q.9 Which wing of KSPHC will handle ?

Ans.: An e-Commerce Division has been set up to cater to the procurement needs of quality construction materials directly from manufacturers. In this process it is proposed to ensure timely availability of quality material resources at project sites to enable contractors to complete the job in time and as per desired quality. Substantial cost control is anticipated in this way.

Q.11 What are the benefits of e-Commerce to Contractors ?

Ans.: All contractors desirous of availing e-Commerce facility and who complete the necessary documentation for the purpose, will be provided with a user name and password to go into the e-Commerce portal and see whether the portal offers quality materials to them at competitive rates. If they please, they can place an indent for such material on the e-Commerce portal towards materials such as cement, steel, paints, tiles, etc. Separate Cement, Steel Malls etc are available to help them to place their aggregated indents. Once they place the indents, the materials will be arranged to be delivered to them at the site indicated by them. The cost of such materials will be deducted out of their RA Bills.

Q.12 What are the benefits of e-Commerce to Vendors ?

Ans.: All manufacturers (vendors) desirous of supplying quality products to KSPHC’s projects are welcome to register themselves with KSPHC as vendors on completion of documentation. They will have to execute a MOU for supply of their products as per agreed terms & conditions with KSPHC. On being registered, KSPHC will provide them user name and password and allow them to quote their lowest rates under e-commerce. Vendors can access the Malls and offer their products for purchase by KSPHC’s registered contractors who visit these Malls. Prices can be varied by the vendors as per market trend / fluctuations.

Q.13 What will be the mode of operations ?

Ans.: KSPHC will indicate the “Consolidated tentative requirements of materials along with destinations” periodically (by e-mail/SMS/fax) to all its registered Vendors. Vendors would then be able to quote their rates to KSPHC by e-Mail. Thereafter KSPHC will add its handling charges etc., and display such rates on its e-Commerce portal.
Contractors of KSPHC, who are already given user name & password, will access the e-Commerce portal, view the rates displayed therein. If satisfied they may place their orders on KSPHC.
KSPHC will in turn, process such orders received from the Contractors and communicate the same to the Vendors whose rates are competitive. The Vendors on receipt of such confirmed orders from KSPHC will immediately arrange to supply the material ordered for (along with Invoice on our consignee, LR, quality/test/guarantee certificates) to the destinations as desired by the Contractors.
The Contractors shall acknowledge receipt of goods when delivered to destinations specified by them, and send acknowledgement to KSPHC.
After receipt of acknowledgement from Contractors along with Invoice on our consignee, LR, quality/test/guarantee certificates KSPHC will arrange to release payment directly in favour of the VENDORS.
Thereafter, the Contractors shall utilize the material for executing the projects awarded within sixty days and submit their RA Bills to Corporation. KSPHC will charge “SBI - PLR + 2% interest p.a”, for the first 60 days, OR, for the period this facility availed is liquidated (whichever is earlier) reckoned from the date of release of payment to the Vendor. For the period beyond 60 days a penal interest of 2% p.m, will be levied.

It is hoped that a win-win situation will develop by this process and that this e-commerce portal will grow from strength to strength in the days to come.
